What makes the coils send fire to the spark plug on my 2005 yamaha vstar?

I have fire to the coils 11 volts but no spark. when i put a volt meter on the spark plug wire it reads 11 volts without pushing the ignition switch. when checking the coil i have 11 volts on one side and 1 volt on the other and when you hit the ignition switch the 11 volts drop to 9 but the other side doesnt change. I have looked at all electrical schematics and it doesnt show any pulsar coil so does the ignitor box tell the coils when to fire ?
