I have heard that Pulsar beams are about as powerful as stellar wind. Sirius A has signs of a stellar wind, and we are only about 8.6 light years away from it. The beams of radiation have to pass through the bow shock and the termination shock. That greatly weaken the beam. I think we could be about 5 light years away from a pulsar and still remain unharmed. Proxima Centauri is only about 4 light years away and none of It's stellar wind hurts us. Just because our interments can detect the beam, doesn't mean it's very close.
